Aleem Dar's Decision to change the ball has sparked much debate and suspicion
Although, the history of ball tempering is very long but ICC has been very strict over the players to not temper the ball.  The players always used to rub the ball from one side so that to acquire a reverse swing, (a term in which the ball swings on the other side of its air path motion). 

The players used sand, sand papers, dust, gum or gummy lotion on the ball to control its air path. Pakistani players, Sarfaraz Nawaz, Wasim Akram, Waqar Younas were master of the swinging the ball on the other side, as they were natural swing masters. 

Later players to imitate them and used illegal means to follow them. 

ICC has been very tough on such players which belonged to developing small cricketing countries, but no case has been caught by ICC where a big fish has been exposed.

The case was reported in media in ICC Champions Trophy when England was playing with Sri Lanka and a well renowned Pakistani umpire Aleem Dar stopped the play and asked to change the ball when he saw some thing on it. The case was not reported to media, neither ICC disciplinary committee as none of the cameras spotted that ball was tempered.

Well know cricketing website ESPNCRICINFO reporeted this on their website
 “When umpire Dar checked the ball in the Sri Lanka match, he hid it under a big blue towel so none  of the cameras could see what was happening. ”
